This includes defined roles for boards or executives, management ownership of material issues, decision pathways for significant risks, and reporting lines that make performance visible. Where accountability is diffuse, delivery becomes optional.
Institutional capacity determines whether policy can survive contact with real operations. Skills, resourcing, coordination routines and implementation tools matter. Many sustainability policies fail not because the wording is weak, but because organisations underestimate the capability required to operationalise them.
